Lecturers with professor titles account for a modest proportion, less than 1%

The public announcement of information about HUTECH's team of full-time lecturers for the 2023-2024 school year shows that the total number of lecturers participating in teaching each discipline is 2,091 teachers, including 18 lecturers with the title of teacher. professors, 70 associate professors, 425 doctors, 1,428 masters and 150 teachers with university degrees.

According to public announcements about the permanent teaching staff of Ho Chi Minh City University of Technology, in the 2023-2024 school year, the total number of lecturers decreased by 26 teachers compared to the previous school year. In particular, lecturers with the title of professor decreased by 1 person, associate professors decreased by 14 people, PhD holders decreased by 29 people, lecturers with university degrees decreased by 4 people.

Regarding the above change, talking to a reporter from Vietnam Education Electronic Magazine, Master Nguyen Thi Xuan Dung – Director of HUTECH Communications Center shared, according to the public report for the 2022-2023 and 2023 school years. -2024, the list of permanent lecturers is calculated based on teaching turns.

“According to the provisions of Clause 4, Article 1 of Circular No. 10/2023/TT-BGDDT amending and supplementing a number of articles of Circular 03/2022/TT-BGDDT dated January 18, 2022 of the Minister of Education and Training promulgates regulations on determining admission criteria for undergraduate, master's, doctoral and college admission criteria in the field of Early Childhood Education stating: “Each lecturer of the training institution is classified into one or multiple majors in one or more training fields appropriate to expertise with the total weight of each lecturer's teaching participation not exceeding 100% at each training level.

The above change is due to a change in teaching assignment. Statistics of the school's full-time lecturers are specifically as follows: In the 2022-2023 school year, there are 1,841 full-time lecturers, including 17 professors, 45 associate professors, 265 doctors, 1,367 masters, 147 undergraduates. In the 2023-2024 school year, there are 1,924 full-time lecturers, including 12 professors, 47 associate professors, 287 doctors, 1,426 masters, and 150 undergraduates.

Thus, the number of full-time lecturers in the last two academic years has increased and changed. The reason is that some lecturers who are professors and associate professors have reached retirement age, and some lecturers have been awarded new academic titles,” said Master Xuan Dung.

According to data provided by the school, in the 2023-2024 school year, the number of lecturers with professor titles accounts for 0.62%; Associate professors account for 2.44%; PhD accounts for 14.9%; Master's degree accounts for 74.1%; University-level lecturers account for 7.79%. Thus, it can be seen that the number of lecturers with professor titles accounts for a very small proportion of the total number of lecturers at Ho Chi Minh City University of Technology.

Master Xuan Dung acknowledged that attracting and retaining highly qualified lecturers to work is the general direction of universities in the development process. However, this also has certain difficulties because higher education institutions are increasingly investing in lecturers with very good remuneration, creating competition in attracting lecturers. highly qualified staff is increasing.

Director of HUTECH Communications Center added that the ratio of full-time lecturers with a doctorate degree or higher/total full-time lecturers is 348/1924, reaching 18.1%.

Circular No. 01/2024/TT-BGDDT of the Ministry of Education and Training on standards of higher education institutions (effective from March 22, 2024) stipulates in Point b, Criterion 2.3, Standard 2 as follows: The following: “The proportion of full-time lecturers with doctoral degrees must not be lower than 40% and from 2030 will not be lower than 50% for higher education institutions with doctoral training.”

Criterion 3.2, Circular No. 01 also requires that at least 70% of full-time lecturers be assigned separate workplaces. Accordingly, the proportion of full-time lecturers is allocated separate working areas and tables and chairs at higher education institutions, in common or private rooms but not less than 6m2 for each person.

Regarding the actual working conditions of lecturers at HUTECH, Master Xuan Dung informed that, in addition to the living space at the faculty/subject, they can also live in common spaces at the University, including: offices. work, meeting and discussion rooms, research rooms, rest and common areas, library and learning resources, multi-functional classroom space. The spaces are airy, spacious, and quiet with full equipment and necessary documents to serve the teaching, research, and exchange activities of lecturers.

The school always focuses on creating maximum conditions to ensure that lecturers perform their professional and other tasks well. In particular, investing in facilities to meet most of the needs of lecturers is one of the important directions. In the coming time, the school will continue to invest and expand working space for lecturers, meeting the regulation of 6m2/lecturer, so that teachers can comfortably complete their tasks.

According to criterion 3.1, Circular No. 01/2024/TT-BGDDT standardizing higher education institutions: From 2030, land area (with coefficient according to campus location) calculated on average per full-time student Change according to level and field of training, not less than 25 m2.

The form to publicize information about facilities for the 2023-2024 school year of Ho Chi Minh City University of Technology shows that the land area/student ratio is 2.05 m2 (which means it has just reached about 8% compared to standard).

The reporter wondered if the school has a roadmap to ensure this area requirement meets standards? When standards are not met, how is the school expected to ensure quality?

Regarding this issue, Master Xuan Dung explained: “The standard criteria for higher education institutions in terms of land area/student is 2.05m2/student which is calculated according to the old Circular. Applying the method According to Circular No. 01/2024/TT-BGDDT, HUTECH's land area is 69,395.3 m2, the student population is 33,984 people. According to conversion, the school's land area/student is currently 4.4 m2 .

Ensuring facilities to serve teaching and learning is one of the important goals of the School to ensure training quality. In recent years, the school has had many policies to meet this goal such as constantly investing in budget upgrades to facilities, paying attention to determining investment priorities for necessary items such as the system. classrooms, practice and experiment centers, libraries, and living areas such as self-study rooms; Fully equipped with modern equipment and technology to best serve the teaching and learning of lecturers and students. Inspection and maintenance activities are also carried out regularly to preserve and promptly improve the quality of facilities,” Master Xuan Dung emphasized.

Thus, HUTECH's criteria for land area/student only reaches about 17.6%.

Revenue from scientific research and technology transfer accounts for only 0.87%

According to compiled data from HUTECH's three public reports of school years, it shows that in the period from the 2020-2021 school year to the 2023-2024 school year, the school's total revenue tends to increase. Specifically:

According to report 3 publicized for the 2020-2021 school year, the school collected 989 billion VND; The 2021-2022 school year has a total revenue of 1,044 billion VND. By the 2022-2023 school year, the school has a total revenue of 1,145 billion VND.

According to HUTECH's financial disclosure announcement for the 2023-2024 school year, the school's total revenue is 1,260 billion VND. Of which, the school collects 1,235 billion VND from tuition fees, 11 billion VND from scientific research and technology transfer, and 14 billion VND from other legal sources.

It can be seen that revenue from tuition fees accounts for 98.01% of the school's total revenue. Meanwhile, revenue from scientific research and technology transfer accounts for only 0.87%; Revenue from other legal sources accounts for 1.11% of the total revenue of Ho Chi Minh City University of Technology.

The reporter wondered, what difficulties is the school facing in diversifying its revenue sources and increasing other sources of revenue besides tuition? Regarding this issue, Master Xuan Dung said: “Similar to many other universities, the school's main source of revenue comes from tuition fees. At the same time, the school carries out plans to seek and exploit many sources of revenue. different to diversify revenue sources, but of course inevitably encounter some difficulties.

There are many reasons, of which an important factor is finding and exploiting other sources of revenue such as scientific research and technology transfer, international sponsorship projects, international training cooperation, and international cooperation. Training based on business needs and contributions from alumni or donors is not really common. In addition, the mechanisms and policies on financial autonomy of higher education are still quite complicated, leading to certain limitations.”

According to criterion 6.1, Circular No. 01/2024/TT-BGDDT standardizing higher education institutions: Proportion of revenue from science and technology activities in total revenue of higher education institutions with doctoral training (weighted by field), averaged over the last 3 years is not lower than 5%.

The reporter asked the question: “By 2025, when reporting must begin according to Circular 01/2024/TT-BGDDT, the school is expected to be able to achieve 5% of revenue coming from scientific research. and technology? And what is the school's plan to implement in the near future to achieve this Standard?”.

Director of HUTECH Communications Center replied: “HUTECH is determined to be a highly application-oriented university. Therefore, the school's scientific research projects that transfer technology to reality are still limited. certain compared to research-oriented universities.

However, the school still determines the expected goal of achieving 5% of revenue coming from scientific and technological research. To do that, in recent years the school has invested increasingly heavily in scientific research.

Specifically, the school established strong research groups to carry out high-quality, practice-oriented research projects. The school has units such as HUTECH High Technology Institute and CIRTech Institute of Technology that focus on in-depth development, closely linked with a network of scientific organizations and businesses to deploy basic research and applied research. apply, gradually master and move towards technological innovation, improving the competitiveness of Vietnamese products in the international market. In addition, the school has been building a complete policy system, creating the best mechanism and environment to ensure the development of scientific research activities.”
