Ethnic boarding schools and ethnic university preparatory schools play an important role in supporting ethnic minority students, helping to ensure learning and living conditions for them.

However, after 15 years of implementation, many of the circular's contents are no longer consistent with current reality, causing teachers and students at boarding schools for ethnic minorities to face many difficulties. These inadequacies require timely changes and adjustments to better suit current conditions.

Prices are escalating, support levels are not enough to care for students

Talking to reporters from Vietnam Education Electronic Magazine, Mr. Vu Xuan Hong, Principal of Dien Bien Dong District Boarding High School for Ethnic Minorities (Dien Bien Dong District, Dien Bien Province) said that the Support regimes and policies for students according to Circular 109/2009/TTLT/BTC-BGDDT have created motivation for ethnic minority children in the district studying at school to feel more secure. They have the spirit to strive to achieve high results in training and cultivation, actively contributing to educational work at school.

However, reality shows that current market prices, living standards, and living conditions have changed compared to 15 years ago when the Circular was issued, leading to many inadequacies in implementation. One of the shortcomings is that when 10th grade students enter school, the school provides one-time support for personal items such as: cotton blankets, mosquito nets, personal mats, cotton shirts, nylon raincoats, pants, and long-sleeved shirts ( uniforms)… However, items such as blankets, curtains, and mats are easily damaged, so it is difficult for students to use them during their 3 years of study at school. As for cotton shirts and uniforms, students are in their developmental age, so the clothes they wear cannot be used for 3 years.

Mr. Hong added that the cost of 50,000 VND/student/year to replenish and repair cafeteria equipment is quite low, affecting the purchase and maintenance of school equipment. At the same time, the school also organizes for students to stay at school during the Lunar New Year or traditional New Year of the mountainous people, with a support of 50,000 VND/student/stay. However, due to large fluctuations in market prices compared to 2009, this spending level is currently not enough to ensure a complete Tet celebration for the children.

Regarding transportation fares, students are given transportation fares according to the regular fare of public transportation, once a year (both departure and return trips) to visit family during Tet or summer vacation. However, there are many communes in Dien Bien Dong district that do not have public transportation, so train tickets for students cannot be calculated.

Regarding the issue of living water costs, Mr. Hong said, Joint Circular 109/2009/TTLT/BTC-BGDDT regulates funding for installing water pumps or digging wells. However, this regulation is not suitable for the school's conditions. Because the school is located on a high mountain, in order to have water for students, the school must hire workers to drill wells to a depth of 50-70m to have water.

Regarding the scholarship level, students are currently receiving 80% of the State's minimum salary (equivalent to 1,872,000 VND), this amount is mainly used to pay for meals. However, because market prices increase every year, while the economic conditions of students' families are still difficult, it creates obstacles for schools in taking care of students.

Besides, according to Mr. Hong, Joint Circular 109/2009/TTLT/BTC-BGDĐT stipulates that students with good learning and training achievements, achieving good results or better in the previous school year will be eligible to study and practice. The school rewards once a year: 400,000 VND for students with good results, 600,000 VND for students with good results and 800,000 VND for students with excellent results.

However, the evaluation and classification of students has been changed according to Circular 22/2021/TT-BGDDT Regulations on evaluation of middle school and high school students, so Joint Circular 109/ 2009/TTLT/BTC-BGDDT also needs to be amended accordingly.

Also according to Mr. Hong, a special feature of boarding schools is that students' accommodation is completely taken care of at the school. Therefore, some positions such as security guards, support staff, custodians… play a very important role in the school's operating system. Therefore, there needs to be adjustments in personnel and reasonable policies for these positions.

Agreeing with this point of view, Mr. Nguyen Truong Lam, Principal of Ethnic Boarding Middle School and High School in Meo Vac district (Meo Vac town, Meo Vac district, Ha Giang province) said, Joint Circular 109/2009/TTLT/BTC-BGDDT has been implemented for 15 years. Up to now, some contents in the circular are no longer appropriate.

According to the content of Joint Circular 109/2009/TTLT/BTC-BGDĐT, when students enroll, the school will provide them with some personal belongings in kind at one time. However, providing raincoats to students is still not really convenient. If students are given umbrellas, moving around campus, especially on rainy days, will be more convenient and efficient.

Currently, uniforms are only issued once when students enter 6th grade, but by 9th grade, many of them no longer fit them. Therefore, each year new uniforms should be issued to suit the children's development.

According to Mr. Lam, today's students not only need to eat well, but also need to eat delicious and nutritious food. Therefore, supplying too much rice can cause difficulties in storage. The current scholarship level should be raised to 90%. In addition, the supply of items needs to be more flexible in purchasing to suit weather conditions. Instead of buying cotton shirts according to regulations, you can provide cold clothes suitable for winter. This will help the school manage finances more effectively and meet the actual needs of students.

Also according to Mr. Lam, a characteristic of boarding schools is that students live and live entirely at the school. For subjects that students need to use for university admission, teachers often have to teach more, up to 2 sessions/day, but currently there is no specific policy to support teachers with the workload. This. In addition, service staff such as medical, library, equipment management… also perform important tasks similar to teachers. There should be additional allowances for these employees.

Meanwhile, Ms. Bui Thi Kim Thoa, Principal of Yen Binh District Secondary Boarding School for Ethnic Minorities (Yen Binh district, Yen Bai province) said that in fact there are some additional costs incurred with Ethnic boarding schools but not yet regulated in Joint Circular 109/2009/TTLT/BTC-BGD&ĐT. Specifically, costs for environmental sanitation, costs for repairing electricity and water lines in students' rooms…

The list of artifacts allocated to students is also not consistent with reality and usage needs. Accordingly, items such as blankets, cotton shirts, paper, notebooks, handmade colored paper… some types that are not suitable for boarding students need to be converted to other items, such as nylon for rain. become a cell.

Proposal to adjust policies to support students and staff at ethnic boarding schools

Due to the difficulties in implementation, the Principal of Dien Bien Dong District Boarding High School for Ethnic Minorities proposed to consider adjusting, supplementing or replacing Joint Circular No. 109/2009/TTLT/BTC- BGDDT to be more suitable to the actual situation.

Specifically, Mr. Hong proposed increasing the scholarship level for students to 100% of the base salary. At the same time, change the allocation of personal items such as cotton blankets, cotton shirts and nylon raincoats (raincoats) to more convenient items, including warm blankets, umbrellas and warm coats. In addition, each year, students should be given 1 warm coat and 2 uniforms (including long-sleeved and short-sleeved).

In addition, with the regulation that students are supported with train fares according to the regular fare of public transportation, twice a year (including both departure and return) to visit family during Tet. During summer vacation, in case there is no public transportation, the school will prepare a fare declaration based on the distance and pay according to the local rate/km prescribed by the locality.

Regarding the spending level for the Lunar New Year, it is proposed that schools celebrate Tet for students at 100,000 VND/student. At the same time, it is necessary to increase annual funding for adding and repairing cafeteria equipment, as well as increase spending to hire well drillers to serve the daily needs of students in the school.

“I propose that the Ministry of Education and Training clearly regulate the number of employees, specifically how many payrolls or contracts are needed for positions such as nursing staff, custodians, security guards… on total number of students at boarding schools for ethnic minorities.

Regarding policies, positions such as security guards, support staff, custodians… at boarding schools for ethnic minorities also need to enjoy special allowances like those of teachers at high schools. Boarding ethnic people”, Mr. Hong proposed.

Meanwhile, Mr. Nguyen Truong Lam also made some recommendations to adjust Joint Circular 109.

Firstly, there should not be a fixed regulation on the issuance of cotton shirts, but should be flexible into cold shirts suitable for the weather. If the regulations on cotton shirts remain the same, finding and buying the right type will be difficult. Furthermore, the language in the regulations should be expanded to facilitate inspection of financial work, while also creating conditions for schools to make purchases based on the characteristics of each locality.

Second, service and teaching staff should receive the same allowance as teachers, that is, 0.3% of the responsibility allowance coefficient compared to the minimum salary. Service and teaching staff play an important role. In school activities, having an allowance will recognize their efforts and encourage them to work.

Third, there needs to be a policy for teachers to teach 2 sessions/day. In boarding schools, teachers often have to teach 2 sessions/day. However, currently there is no specific allowance for teachers.

Fourth, for inter-level boarding schools, there should be 3 vice principals to undertake work according to the specific characteristics of the school.

Also discussing this issue, the Principal of Yen Binh District Secondary Boarding School for Ethnic Minorities said that we should consider deducting classes for homeroom teachers of boarding schools, which are currently deducting 4 periods like other schools. normal high school, but the homeroom teacher of the boarding school has a more special level of work.

Ms. Thoa further shared that although the students' scholarship regime has been adjusted according to the new salary, due to rising market prices, calculating the cost of their meals is still difficult for families. market because it must include the cost of fuel and other additives. “I propose to provide financial support for cooking fuel costs for students,” Ms. Thoa said.

In addition, Ms. Thoa also recommended that there should be an allowance for staff at ethnic boarding schools, especially those directly involved in caring for and nurturing students.
