On September 13, the Banking Training and Scientific Research Club under the Association of Vietnamese Universities and Colleges coordinated with the Banking Academy to organize a workshop on “University governance model towards multidisciplinary training” with the aim of contributing practical ideas in enhancing the effectiveness of university governance for universities in Vietnam in general, and the Banking Academy in particular, in the context of financial autonomy and moving towards university autonomy.
Attending the workshop on behalf of the Association of Vietnamese Universities and Colleges were: Dr. Le Viet Khuyen, Vice President of the Association; Mr. Pham Ngoc Lan, Standing Member, Head of the Association's Membership Committee.

Also present were Associate Professor, Dr. Hoang Xuan Que – Vice Chairman of the Banking Training and Scientific Research Club, Director of the Institute of Finance and Banking, National Economics University; Professor, Dr. Tran Thi Van Hoa – Member of the Central Theoretical Council, former Vice President of National Economics University; Associate Professor, Dr. Tran Trong Nguyen – Director of the Academy of Policy and Development; Associate Professor, Dr. Dao Thi Thu Giang – Vice President of Dai Nam University…
On the side of the Banking Academy, there was the presence of Associate Professor, Dr. Pham Thi Hoang Anh – Deputy Director in charge of the Academy's Board of Directors, lecturers of the school and the participation of delegates who are members of the Banking Training and Scientific Research Club, representatives of universities, research institutes and press and media units.

The content of the workshop includes two main presentations and a discussion session of the delegates to clarify the content of university governance in relation to university autonomy.
Through the discussion content, the relationship between university autonomy components such as organizational autonomy, personnel autonomy, academic autonomy and financial autonomy will be analyzed as well as the current status of university governance implementation at universities in Vietnam, thereby drawing assessments and practical experiences.
Speaking at the opening of the workshop, Associate Professor, Dr. Pham Thi Hoang Anh – Deputy Director in charge of the Board of Directors of the Banking Academy shared: “University education plays an extremely important role in promoting the development and prosperity of each country. University governance, as a pillar activity, determines the success or failure of the education system.
Governance is not only about establishing rules and management systems, but also about effectively allocating resources, ensuring transparency and accountability. Effective governance ensures that universities not only survive but also develop and adapt quickly to global challenges. It is also a decisive factor in the level of trust and prestige of universities in the international arena.
University autonomy, including financial autonomy, has opened up opportunities for higher education institutions to improve operational flexibility and efficiency. This not only increases competition among schools but also facilitates the diversification of educational activities.
The global trend in university autonomy is moving from a state-controlled model to a supervisory model, in which universities are given greater autonomy.
In Vietnam, public universities are gradually transforming in this direction, with the support of the 2018 revised Law on Higher Education, which has created conditions for universities to expand their autonomy in many important areas such as academics, finance and organizational structure.
This transformation is not only a reform but also an inevitable trend, aiming to meet the increasing demand for education quality and competitiveness of the university education system in the context of international integration”.
Based on those practical observations, the Deputy Director of the Banking Academy hopes that the contents discussed at the workshop will be able to provide important policy suggestions in promoting the effectiveness of governance models at Vietnamese universities today.
Thereby contributing to promoting the quality of university education in general, meeting social needs in the context of increasingly deep integration.

Presenting the paper Experience and issues with the university governance model towards multidisciplinary training, Associate Professor, Dr. Pham Manh Hung – Deputy Director of the Banking Science Research Institute clarified the definition of the multidisciplinary training model, thereby analyzing the positive aspects and effectiveness that this training model brings to the national education system.
According to Mr. Hung, multidisciplinary training will bring positive impacts in improving the reputation, training quality as well as scientific research activities at universities.
Therefore, to adapt to the trend of shifting from single-disciplinary to multi-disciplinary training models, university administration needs to have corresponding and thorough changes.
“In recent times, the research team of the Banking Science Research Institute has conducted a number of studies related to international rankings as well as university governance models towards university autonomy.
On that basis, the research team also synthesized the research results to provide cross-sections reflecting the contents related to the content of the university governance model towards a multidisciplinary university. Thereby updating the experience of schools that have successfully implemented this model in Vietnam so that other training units can apply and aim for in the future.
In the past, decision making at universities had to be based on the views of the governing body but today universities are becoming more autonomous in their decision making.
When the university education system in general focuses on increasing autonomy and responsibility, university governance will be one of the key factors determining the development of university education,” Associate Professor, Dr. Pham Manh Hung shared.
In addition, Mr. Hung also emphasized the distinction between the rights and responsibilities of each component of university governance.
Accordingly, for higher education institutions, the responsibilities and tasks of the School Council, the Board of Directors and the Scientific Council have been divided according to internal regulations.
So when moving to a multidisciplinary university model, this issue will still be a big problem that schools need to pay attention to.
On the other hand, in the context of integration and digital transformation, Mr. Hung believes that global challenges will be one of many factors leading to the inevitable development of a multidisciplinary university model with priority given to equipping multidisciplinary and multi-field knowledge.
Specifically, the multidisciplinary university model will cover many different training fields, mobilize the combined strength of the entire system to carry out major tasks in training as well as scientific research, easily responding to fluctuations in career needs in the market economy – something that a single-disciplinary university cannot do.

Sharing at the workshop, Professor, Dr. Tran Thi Van Hoa – Member of the Central Theoretical Council, former Vice President of the National Economics University said that in the current context, higher education institutions need to clearly identify and distinguish their goals of becoming a university or developing multidisciplinary fields.
According to Decree 99/2019/ND-CP detailing and guiding the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Higher Education, the condition for converting a university into a university is to “have at least 10 training majors up to the doctoral level”.

According to reality in Vietnam and other countries around the world, 100% of universities provide multidisciplinary training, but there are also multidisciplinary universities that are not considered universities.
Therefore, determining the development goals of each university is extremely important and cannot be mistaken. Multidisciplinary training to develop the scale of training facilities or to move towards university is still a difficult problem to solve for many schools today.

In addition, Ms. Hoa also pointed out the problems in the administration of higher education institutions. Specifically, the division of work between the School Council and the Board of Directors.
According to Professor, Dr. Tran Thi Van Hoa, we have legal documents regulating the responsibilities and tasks of each department in higher education institutions. However, the clarity and transparency of these documents are still not really effective.
“Article 16 of Law 34 on amending and supplementing a number of articles of the Law on Higher Education defines: The school council of a public university is an administrative organization, exercising the representative rights of the owner and related parties with 3 main groups of responsibilities: promulgating regulations and development strategies; deciding on important issues within its authority and supervising implementation.
However, Article 20 only stipulates that the Principal is the person responsible for managing and operating the activities of the university according to the provisions of law and the regulations on organization and operation of the university, but does not define the Board of Directors.
This is the difference that university leaders must distinguish and recognize if they want to do a good job of administration.
On the other hand, it is necessary to identify the benefits of the multidisciplinary training model in the current market trends and context to be able to meet the demand for resources suitable to practice and human resources for scientific research activities.
Thereby, proactively grasp the challenges with the multidisciplinary university model to have preparation and a roadmap for future efforts,” Professor, Dr. Tran Thi Van Hoa shared.
At the end of the workshop, Associate Professor, Dr. Pham Thi Hoang Anh, on behalf of the Banking Academy's Board of Directors and the Workshop Organizing Committee, thanked the guest delegates for their contributions and sharing at the workshop.
Based on the comments, Ms. Hoang Anh expressed her hope that the workshop would provide a multi-dimensional picture of the current situation and prospects of the multidisciplinary university governance model in Vietnam. Through that, it is clear to see the need to learn from international experiences, make the most of technology and various resources to develop this model.
At the same time, to resolve existing problems to achieve an effective governance system, Ms. Hoang Anh suggested that universities need to create an open working environment, encourage sharing and exchanging ideas, actively enhance international cooperation… to facilitate the core activities of university governance.
